The Certificate of General Education for Adults (CGEA) is a competency-based framework for assessment and accreditation in Adult Literacy and Basic Education (ALBE). Its introduction in Victoria has been controversial and teachers of ALBE have experienced a period of significant challenge in implementing it in its initial year. Negotiating Competence is the report of a participatory action research evaluation of the impact of the CGEA on teaching practice. This is a report of a project funded jointly by Adult Literacy Research Network Node for Victoria and Education Network Australia (EdNA) administered through Open Training Services (OTS).
